Big Plans for Mount Pleasant are Underway.

The Town of Mount Pleasant is working on several capital improvements projects to upgrade aging infrastructure. It has been 85 years since the Town’s first water lines were installed on Main and Franklin Streets. Their construction in 1937 allowed for the establishment of the Mount Pleasant Fire Department and construction of McAllister School (currently Town Hall). 

Now Mount Pleasant is building on that foundation for its future.  Between 2022 and 2026, the Town will undertake the capital improvement projects detailed within this site.

At its February 11 meeting, the Mount Pleasant Town Board of Commissioners approved a contract with WesTech/Swire Water (working with ClearWater Inc.) the entities that acquired the manufacturer (Neptune) of the Town's original early 1980s water treatment plant.  The proposal comes after 6 months of intensive water sampling/testing throughout the system and engineering necessary to determine the best course of action to upgrade the plant and improve water quality.

Two different projects will result in brief road closures on Cook Street and S. Main Street over the next two weeks.  Beginning Sunday, February 16 through Friday, February 21, utility contractors will be working to replace four sewer manholes on S. Main Street between Franklin Street and Lee Street, resulting in closing S. Main Street to through traffic. During the week of Tuesday, February 24, 2025, utility contractors will close the eastern end of Cook Street at the intersection of N. Washington Street to start work on the Town's waterline project. Cook Street will be reopened by the end of the week (Feb. 28).  The work on Cook Street was postponed from the original schedule by two weeks due to rainy weather.

New Water and Sewer Projects to Begin in February - February 5, 2025

On February 5, Town staff held a pre-construction meeting with project engineers and contractors for the Water Distribution Line project and Lower Adams Creek Outfall project.  State Utility Contractors of Monroe, NC will begin the Water Distribution Line project on Monday, February 10, 2025.  The water line project is scheduled to be completed by the end of 2025.  Elite Infrastructure Group of Monroe, NC will begin work the Lower Adams Creek Outfall line on Monday, March 3, 2025.  The sewer project is scheduled to be completed by March 2026.

The last few manholes to be replaced will take place over the next few weeks.  On Monday, January 27 and Tuesday, January 28, utility contractors will be working to replace a manhole on the western end of Lee Street.

Utility contractors have been working since September on replacement of old clay sewer lines and manholes on C Street, Wade Street, Reid Street, A Street, and B Street.  The final leg of sewer line is being completed on B Street with manhole replacement at the intersection of E. Franklin Street (Hwy. 73) scheduled for the week of January 13.

In December, the Town of Mount Pleasant awarded contracts to the lowest responsible bidders for the Lower Adams Creek Sewer Outfall Project and Water Distribution Improvements.  Work is expected to begin in Spring 2025.

On Monday, November 11, sewer line replacement will begin on A Street and Reid Street. Work will continue for approximately 3-4 weeks. There will be a lane shift on Highway 73 (E. Franklin St.) for 2 days to make the tie in to the sewer main.

The bid deadline for the Mount Pleasant Water Line Project and Lower Adams Creek Sewer Outfall Project was September 25, 2024.  The Sewer Outfall Project received five bids.  The Town and project engineer are currently performing due diligence to verify the lowest responsible bid.  The water line project only received two bids.  State law requires a minimum of three bids to open.  Therefore, the Water Line Project has been readvertised and bids will now be opened on October 16, 2024 at 2pm.

Sewer Line Replacement to Close Lane on Hwy. 73 - September 25, 2024

As part of the sewer line work, traffic on East Franklin Street (NC Highway 73) will be reduced to one lane down to one lane in the vicintiy of C Street.  Work will begin Sunday, September 29, 2024 and will continue 24 hours a day for approximately one week.  The round the clock schedule has been approved by NCDOT in order to expedite the work and reduce the amount of time for the lane closure.
