Big Plans for Mount Pleasant are Underway.

The Town of Mount Pleasant is working on several capital improvements projects to upgrade aging infrastructure. It has been 85 years since the Town’s first water lines were installed on Main and Franklin Streets. Their construction in 1937 allowed for the establishment of the Mount Pleasant Fire Department and construction of McAllister School (currently Town Hall). 

Now Mount Pleasant is building on that foundation for its future.  Between 2022 and 2026, the Town will undertake the capital improvement projects detailed within this site.

The Town’s waterline project continues to make progress. Crews are working on tie-ins to the new line and pavement restoration on N. Main Street between Cook Street and Highway 49. New water lines have also been installed from North Drive to Highway 49 along N. Main Street, as well as the western section of Crestwood Drive at the White Owl Antique Mall.  Waterline is currently being installed on Highway 49 between Main Street and Highway 73.  The waterline installation on Empire Drive was delayed several weeks.  A new installation date has not be provided by the contractor yet.  Waterline installation on Highway 73 (Franklin Street) will begin in July.

During the weeks of June 9 and June 16, contractors have scheduled the installation of a water line on Empire Drive (Hwy. 49 side). The waterline will be located outside of the travel lanes and within the street right-of-way on the north side of the street.

There is a brief planned water service interruption for water customers along Broad Street, Elm Street, N. College Street, and Historic Hill Drive on Monday, June 2 around 10am. This interruption will be approximately 30 minutes to test valves ahead of switching service over to the new waterline.

The utility contractor for the Lower Adams Creek Sewer Outfall line has notified the Town that, beginning the week of May 19, there will be occasional blasting (not expected more than once or twice a week) over the next several weeks as they encounter rock along Adams Creek.

Completion of Waterline on Cook Street - May 16, 2025

Pressure and compaction testing have been successfully completed on Cook Street.  Crews were scheduled to complete pavement restoration on Thursday and Friday May 15 & 16.  Unfortunately due to an issue with equipment, final pavement restoration has been delayed to early in the week of May 19.  Once this is done, waterline work is completed on Cook Street.

During the week of April 28, the waterline project contractor will be working on N. Main Street between Kluttz Street and Broad Street. While work is occurring in this area, the western ends of Kluttz Street and Broad Street may experience temporary closures to protect the work zone. Please use Jackson Street to access properties on Broad Street and Kluttz Street during this time.

Elm Street and Circle Drive Closures - April 8, 2025

Temporary road closures for two different utility projects will take place.  The first is Circle Drive (behind Food Lion off of Duchess Drive) on Thursday, April 10 and Friday, April 11 (depending on weather) for a sewer line tie-in to retire the Food Lion pump station and connect to the new Empire Drive pump station.  The second is on Elm Street (off of N. Main St.).  As the waterline work moves up N. Main Street, the utility contractor needs to block Elm Street and N. College Street at MPCI Street to protect the migrating work zone. Once the work zone is beyond Elm Street, this section will reopen.

Beginning April 2, North Main Street will be closed from Highway 49 to Cook Street for the Town's waterline replacement project. This section of North Main Street will be closed to through traffic for approximately 2 months as crews replace the lines. Access will be maintained for local traffic only to residences on N. Main Street. Mail, garbage collection, and yard debris collection will still be able to access residences on their regular schedule, but delays may occur.

The waterline tie-in at the intersection of Cook Street and N. Washington Street has been completed. Utility crews are now working on laying the new waterline along Cook Street from N. Washington Street to N. Main Street. Beginning Thursday, March 13 Cook Street will be closed from N. Main Street to the Gordon Funeral Home and Atrium-Cabarrus Family Medicine driveways.
