Will these projects increase our property tax?

No. The cost of these projects is accommodated within the Town’s current tax rate and fee structure with the assistance of American Recovery Plan Act funds designated in the approved State budget.  However, the Town is accepting donations for park improvements from individuals that would like to support continued parks improvements within the Town. 

Donations for park improvements can be made to the Town through the Pleasant Life website at pleasantlife.org/shop or directly to the Town of Mount Pleasant at Town Hall.

When are these projects expected to begin?

Town Park Project begins September 26, 2022

Fire Station Project begins October 3, 2022

Infrastructure Projects are expected to begin in late fall of 2022

What is the timeline for these projects?

The Town Park/McAllister Field improvements were completed in the summer of 2023.

The Fire Station Project was completed in fall of 2023. 

Infrastructure Projects began in 2023.  Water treatment system updates are currently underway and should be completed by the end of 2024.  The Empire Drive Pump Station and sewer line will be completed in the late summer of 2024.  The sewer line and manhole replacement in the A, B, C Streets area will begin in the fall of 2024 and take approximately 6 months to compelte.  The Water Line project was delayed by state agency review, but is expected to begin in the late fall of 2024 and take approximately 18-24 months to complete.  The Lower Adams Creek Sewer Outfall Project is expected to go to bid at the same time as the Water Line Project with a similar construction schedule. 

What is ARPA and where did the grant money come from?

ARPA (American Rescue Plan Act) is federal funds for COVID relief given to every State. These funds were allocated to municipalities for water/sewer infrastructure projects. (These funds only apply to the Infrastructure water/sewer projects – not the Town Park project or the Fire Station project.)

How are these projects being funded?

For the Town Park & Fire Stations projects the Town acquired two loans totaling $3.7 million for 20 years at 3.09% interest. The payments for these loans is already built in to our yearly budget and will not result in a property tax increase.

The Empire Drive Pump Station and Sewer Line and B, C, Wade, Reid Streets area Sewer Line and Manhole Replacement Project were funded by a USDA loan in the amount of $6.04 million for 40 years at 2.75% interest.  The payments for this loan are already built into the rate structure for the water and sewer enteprise fund.

The Water Line Project and the Lower Adams Creek Interceptor will primarily funded from the state budget utilizing ARPA (American Rescue Plan Act) grant funds allocated to the states from the federal goverment.  Estimates place the total project costs at approximately $12.8 million.  Actual cost will be determiend when projects go to bid in the summer of 2024.

The Town received a direct grant from the state budget for $2.7 million for sidewalk improvements.  Engineering is currenlty underway to implement portions of the NCDOT funded Bicycle & Pedestrian Project Acceleration Plan.  Improvements will primary take place along Franklin Street.
