Big Plans for Mount Pleasant are Underway.

The long-awaited Mount Pleasant water line and Lower Adams Creek Sewer Outfall projects went out to bid this week.  Bid submittals are due September 25, 2024.  The Town Board of Commissioners is scheduled to accept the low bid at its October meeting and hopes to start the water line project by the end of the year. 

The water line project will replace 6-inch lines (many of which are galvanized lines installed in 1937) with 12-inch water mains.  This will improve both water quality and fire flow throughout the Town.   The water line project will be completed in segments.  The first part of the project will start at North Drive and going south down Main Street to Cook Street.  The other segments will follow and will be coordinated with downtown stormwater and utility projects.  Total estimated time for the water line project is 18-24 months.  The bid advertisement for the water lines can be viewed here.  The water line project includes the following:  

  • Approximately 7,340 feet of 12-inch waterline along Main Street and North Drive.
  • Approximately 3,630 feet of 12-inch waterline along East Franklin Street.
  • Approximately 6,000 feet of 12-inch waterline along NC-49.
  • Approximately 4,810 feet of 12-inch waterline along Skyland Drive and West Franklin Street.
  • Approximately 610 feet of 2-inch waterline along Empire Drive.  
  • Approximately 1,100 of 12-inch waterline along Cook Street.
  • Approximately 200 feet of 6-inch waterline along Crestwood Drive (west of Jackson St.).  

The Lower Adams Creek Sewer Outfall replaces two obsolete pump stations (Summer Street and Pasture), as recommended by the 2007 Water & Sewer Master Plan.  Orginally, the Water and Sewer Authority of Cabarrus County (WSACC) was scheduled to complete this project in 2009, but delayed the project indefinitely.  The final schedule for this project has not been determined and is dependent upon bids not exceeding cost estimates.  The bid advertisment for the sewer outfall can be viewed here.  The Lower Adams Creek Sewer Outfall project includes the following:

  • Approximately 4,900 feet of 8-inch gravity sewer
  • 310 feet of 12-inch gravity sewer
  • 8,000 feet of 15-inch gravity sewer
  • 580 feet of 16-inch gravity sewer
  • Decommissioning of the existing Pasture Lift Station and the Summer Street Pump Station. 

Funding for these projects came from American Rescue Plan Act (ARPA) funds directed to the Town of Mount Pleasant through the state budget.
